Ofcom is the regulator responsible for spectrum management in the UK. The RSGB endeavours to maintain a cordial and constructive working relationship with Ofcom on all matters, and regular meetings are held on both spectrum and regulatory matters.
In one specific area however, RSGB views are significantly at variance with those of Ofcom. That area is the matter of enforcement. For a number of years, the RSGB has expressed the view that data-over-mains devices (PLA/PLT) pose a very significant threat to the radio spectrum, and maintains that Ofcom is not taking its responsibilities as a spectrum regulator seriously.
Devices are being allowed to market that clearly do not meet the relevant standards, and also do not meet the essential requirements of the EMC Directive. This inaction by the UK regulator is placing at risk vast portions of the radio spectrum. As the non-conforming devices proliferate, so Ofcom is progressively losing control of the noise floor in the radio spectrum, and it is this that RSGB believes is irresponsible. The Society will continue its fight to see common sense prevail.
The publication by Ofcom of a report from PA Consultants into the effect of PLA devices on the radio spectrum has strengthened the Society’s arguments, as PA reports that there is a high probability of interference to HF radio reception from the current generation of PLA devices.
